THE CHALLENGES OF UNLAWFUL CASH FLOW TO SECURITY AND DEMOCRATIC GOVERNANCE IN NIGERIA (2011-2016)

Abstract
The scourge of illegal cash flow in any society of which Nigeria is included society which has dire consequences on its victims, cannot be over flogged. Unfortunately, this has gradually threatened the general security of the nation. The issue of unlawful cash flow may be seen as economic in nature. However, this study has made an effort to explain briefly, how the effects of this act has proliferated into every aspect of the society because what affects one sub-unit of a system can be said to affect the whole. Some of the negative results of this illegal financial flow is the major fact that it undermines any governing process within the society among others. In conclusion, this research effort suggests to the government that stiffer penalties are needed to be passed on individuals or groups of people who are involved in fueling or promoting such illegal transactions.

EFFECT OF INFORMATION COMMUNICATION TECHNOLOGIES AND LIBRARY FACILITIES USAGE BY THE ACADEMIC STAFF OF YOBE STATE UNIVERSITY DAMATURU

Abstract
The study investigated effects that affect usage of Information Communication Technologies (ICT) and library facilities of Yobe State University by the academic staff. Survey research method was used. Questionnaire was the instrument used to obtain information about the research. A total of sixty-five (65) staff from different departments of the university were selected randomly as samples for the study. Results of the study revealed that majority of the respondents felt that lack of adequate facilities and materials in their field of study area as well as non-currency of the facilities were the major reasons responsible for the utilization of their Information Communication Technologies (ICT) and library facilities. Other significant found to have impact on the use of university ICT and library facilities by the respondents were lack of conducive reading atmosphere as well as the absence of constant light to use the Information Communication Technologies (ICT) and library facilities. Implications of the findings were examined and offered recommendations.

EMOTIONAL INTELLIGENCE AND JOB PERFORMANCE AMONG CIVIL SERVANTS IN OSUN STATE.

ABTRACT
This study investigated the impact of emotional intelligence on job performance among the Civil Servants in Osun State, Nigeria. Structured questionnaire was used for the study same was administered to 180 respondents and 176 were dully filled and returned representing 88% response rate. The data were analysed using regression analysis. Findings revealed that self-awareness, self-management, social awareness and relationship management are positively related to job performance of civil servants in Osun State. The paper concludes that emotional intelligence is an important variable that creates awareness, help employees’ to learn from others, share knowledge and creates trust and concerns for others. Based on the findings, the study recommends that workshops, seminars and other sensitization programmes should be organised for Civil Servants in Osun State to enhance their emotional intelligence.

DISCRIMINATION AGAINTS FEMALE GENDER IN NIGERIA, CHALLENGES, ISSUES AND THE WAY FORWARD

ABSTRACT
This paper focused on the leading solutions to gender discrimination in Nigeria. It examines the labour markets. The solutions to gender, was also carefully examined as well as the abolition of Gender roles in our society. Women constitute about 50% of Nigeria’s population, yet their level of participation in the social – economic, political and educational programmes is quite low. Women have been considered to be of great potentials that are necessary for the evolution of a new economy and good governance that accelerate social and political development. The paper proffered solutions to the issue of discrimination against female Gender in Nigeria.

ECOWAS AND CONFLICT RESOLUTION WITHIN THE SUB-REGIONAL STATES: STRATEGIES OF CONFLICT RESOLUTION

ABSTRACT
ECOWAS, established in originally as a regional organization to essentially promote the economic integration of the fifteen members states, The Economic Community of West African States (ECOWAS) has been gradually transformed, under the pressure of political events, into an organization also responsible for finding solutions to armed conflicts and other political crisis which were undermining peace and security within the community space. The 1990 decade saw ECOWAS, spurred by its most powerful member country by far Nigeria, intervened beyond the conventional diplomatic field by sending thousands of soldiers to try to restore peace in Liberia, then in Sierra Leone and more modesty in Guinea Bissau. The efforts of ECOWAS monitoring Group, ECOMOG, the peace keeping force of the organization and the strategies or mechanisms used by ECOWAS finally helped in ending the conflicts in the sub-regional continent.

PUBLIC PRIVATE PARTNERSHIP AN ESSENTIAL SUSTAINABILITY TOOL OF THE SUSTAINABLE DEVELOPMENT GOALS

Abstract
This paper explored Public Private Partnerships (PPPs) as an essential tool of sustaining the Sustainable Development Goals (SDGs) for all, at all levels of development, reflective of goal no. 17 of the seventeen SDGs, which stipulates Global Partnership for Sustainable Development, in it are 19 targets and 24 indicators. The article highlights PPPs as one of the sustainable mechanism of SDGs, provides an insight on the strength and weaknesses of the SDGs, ways of preventing it from failing and recommendations for policy and practice are presented. The article under took a literature review through desk survey on the subject areas that offers better insight on sustainability of the SDGs. An adopted business model framework called PESTEL, an acronym for Political, Environmental, Social, Technological, Economic and Legal themes, addressed as six elements of sustainability in this study, was used to propose thematic action indices for each of the elements, to guide the implementation of the 2030 agenda, in various countries. However, realization of inclusive, just and fair SDGs for all, demand a holistic thoughtful and realistic commitment to the 2030 agenda or the SDGs meets the faith of its predecessor MDGs.

Abstract
This paper examines the effect of the Nigerian civil war on business activities in Igboland and the various efforts made by Igbo entrepreneurs to recover from the scourge of the civil war. Though civil was devastated the Igbo economy, it eventually evoked the spirit of innovation, creativity and self-help among Igbo business men and women leading to the upsurge of entrepreneurial activities in post civil war Igboland. It goes further to examine, among other things, some of the qualities that helped Igbo business entrepreneurs to achieve business success during the post civil war period. It contends that the civil war experience was to the Igbo a blessing in disguise as it led to the emergence of successful and wealthy entrepreneurs and industrialists who contribute significantly to the growth of both Igbo and Nigerian economy.

WATER QUALITY MANAGEMENT IN NIGERIA: INSTITUTIONAL LEGAL FRAMEWORK

Abstract
Water is an essential commodity to life and apart from air; water is the most essential requirement for all living beings. This is largely due to the fact that industrial activities, carried out in developing countries with their weak legal framework and regulatory infrastructure, had led to pollution of our water resources, destruction of fauna and flora, health hazards and deterioration of healthy quality. There is plethora of law that has been enacted by the developing countries and equally agencies set up to administer these laws regulating water qualities management in Nigeria, to ensure sustainability of water quality and good environment. Despite the availability of these laws as well as the enforcement agencies water pollution and hazardous movement of waste have continued to multiply and persist on a daily bases. This paper examines the water quality management in Nigeria and the challenges of waste management and the need for urgent training and enlightenment of the citizen of its country. This work shall recommend appropriate measures in revamping of environmental laws which will achieve the aim of providing stiffer penalties for infractions that will deter intending environmental polluters.

ABSTRACT
In Nigeria, systematic gender biases exist in various form of laws and custom that are capable of impeding women’s participating in politics. The 1989 and 1999 constitutions have created an enabling environment for its citizens who are willing to participate in politics. Nigerian women seem not interested in the game of politics regardless of the fact that they constitute a large percentage of the electorate. The data used for this paper were drawn from documentary sources. The paper recommends that women should also have articulated positions on political issues rather than being ambiguous, as well as ensures that the right people get elected into government, male or female.

ROLE OF THE COOPERATIVE PRINCIPLE IN INTERPERSONAL COMMUNICATION

ABSTRACT
This piece is a review of the importance of a principle of pragmatics-the cooperative principle (CP), in interpersonal communication. The CP is concerned with explanation of sentences/utterances which, on the surface are different from the message they intend to convey. This write up is in support of believe that in communication, there is agreement of cooperation between speaker and hearer. Under the cooperative principle are four maxims-quantity, quality, relation and manner. Each of these maxims is a convention which people obey in the course of communication. There may be other principles like politeness principle (P.P) which help the CP.

INFLUENCE OF HAUSA, KARE-KARE AND BABUR-BURA LANGUAGES ON THE SPOKEN ENGLISH OF STUDENTS IN YOBE STATE COLLEGE OF AGRICULTURE, GUJBA

Abstract
This study investigates the influence of mother tongue at phonological level of- Babur-Bura, Karekare and Hausa languages on the spoken English of students of Yobe State College of Agriculture Gujba Yobe State, where, as a multilingual society, these three languages are mostly used in communication outside the classroom. This research therefore attempts to find out what extent does the influence of mother tongue differ from the three native languages under study, to identify the English sounds that are difficult for speakers of those native languages and to look at its implications to language learning. The theoretical framework used for this research is the Behaviourist Theory which states that “properties of the L1 are thought to exercise an influence on the course of L2 learning: learners ‘transfer’ sounds, structures, and usages from one language to the other.The reading text used by Maina U.A. & Abba T.S. 2017 was adapted and administered to the selected students, so as to get the percentage of the number of English sounds that constitute problems to the speakers of each language. However, the result of the research showed that the average percentage of wrong pronunciation of the English language due to the influence of the mother tongue of Babur-bura is 43%, that due to Hausa is 53%, while that of Kare-kare is 33%. At the end, the researchers discussed the implication of findings on English Language Learning and provided some recommendations for English Language teachers.

ROLE OF E-GOVERNMENT IN NIGERIA: PROBLEM AND SOLUTION

Abstract
In the past, Nigerians are fond of struggling for the creation of local government areas so that government could be closer to them. However, the emergence of e-government has not only brought government closer but to the door step of all and sundry through the use of internet. E-government today has become an indispensable tool for effective and efficient delivery of government policies and services. It is an ICT- enabled route to achieving good governance through improved and unhindered government to citizens’ interactions usually being interrupted by administrative bureaucracy or bottleneck. Nigeria citizens have enjoyed the e-government policy to some extent in the areas such as e-education (which encompasses teaching, learning and administration of computer –based examination) and e-commerce (such as e-marketing). Usage of e-mail and social media platforms such as WatsApp have made it easier and faster for Nigerians to share useful information among office colleagues, family members, and social/ religious group members. However, there are some inadequacies in e-government operations in Nigeria which has not made the policy have significant impact on the citizenry due to some barriers. This paper discusses ICT and its indispensability to effective utilization of e-government and also highlights barriers to e-government in Nigeria and makes some recommendations.

DISTANCE EDUCATION: PANACEA FOR INACCESSIBILITY TO UNIVERSITY EDUCATION AND GRADUATES’ UNEMPLOYMENT IN NIGERIA

ABSTRACT
Education prepares and empowers its recipients for the world of work, being a transformation of information; it focuses on human development which in turn raises the level of skills, productivity, earning, national wealth and economic development of nations. Open and distance learning/education began in the 1940s as a correspondence studies where many Nigerians enrolled in the correspondence colleges in Great Britain and studied for various examinations including the General Certificate Examinations at both ordinary and advanced levels. Others studied for various technical, commercial and business examinations in Rapid Result College, Exam Success and Woolsey Hall where the main medium of instruction delivery was the print. The materials were posted to the students to aid their preparation for the examinations of London University. This continued until some Nigerian universities started distance learning programs through their institutes of education. Only about 15% of qualified candidates secure admission into the university in Nigeria, and only about 10% of university graduates secure employment in the formal sector of the Nigerian economy. This study investigated how inaccessibility to university education and graduates unemployment can be addressed through distance education. Distance education is plagued with certain obvious challenges such as: Low level of development in Information Communication Technology, general inadequate electricity supply, inadequate funding by government and poor implementation of the program, poor communication between the learners and the teachers. The study recommended that the government should make comprehensive and special policy that must be effectively managed on distance education in Nigeria, there should be provision of more effective physical and technological resource materials that should be effectively distributed to distance learners, there should be a tripartite synergy among the planners, trainers and users of distance education products, there should be a school-industry linkage between distance education and industries to promote the acquisition of the required skills from distance education.

The study examine the role of public in conjunction the police in providing information that will assist a security in their areas our societies have been infested with crimes as police force cannot be able to provide the needed for socio – economic activities to thrive. Therefore, there is need for identifying, analysing and addressing community problems at their source. Strategies involve in community policing include community partnership, problem solving and change management. However, in Nigeria, we are faced with major challenges of policing. These are manpower shortage; inadequate funding, corruption, inadequate logistic support and infrastructure, lack of serviceable information and technological equipment to cover all the areas of the State are responsible for the current state of the police in Nigeria. Therefore, it is recommended that there should be serious retraining towards attitudinal change and professional efficiency and proficiency among both the rank and file and other officer cadre of the police so as to make them efficient and effective officers that could tackle the numerous challenges confronting us as a nation.

Abstract
A policy is a decision or a give plan to do a given thing in a particular way. The Africans no longer feel it is an act of undoing themselves by adopting foreign policies which never originate from within the culture and does not care of the effect it may give birth to if implemented. A major foreign policy focus was the use of aid and assistance as diplomatic weapon. This work tried to ascertain if Nigeria was capable of this and also tried to discern the problems and prospects of the use of aid and assistance as a diplomatic tool.This research adopted several research technique in collecting data witch included oral interviews, journals, newspapers, periodicals and the internet. The work concluded by enjoining African leaders to look inwards in finding lasting solutions to their problems other than adopting foreign policies that are alien and will not solve our problems.
