ABSTRACT
A survey research design was adopted for this study, the population of the study consist of 78 electronic repairers and 105 environmental protection officers. Simple random sampling was used to sample 28 electronics repairers and 34 environmental protection officers in Lafia metropolis, Nasarawa State. Data was collected using 40-items questionnaire developed by the researcher based on the research questions. The questionnaire is made up of three sections: A, B and C. The instruction for data collection was validated by three experts. Pilot study was conducted using Abuja Metropolis and the reliability coefficient is of the instrument was found to be 0.89 which indicated that the instrument is capable and consistent in measuring what it is designed to measure. Mean and standard deviation was used to answer the research question while z-test statistics was used to test the hypotheses at 0.005 level of significant. From the analysis of the result, it was found that Social media enlighten the public on the process of collection and treatment of e-waste management. There is high level of informal activities in the treatment of ewaste in the state. E-waste that are not refurbishable are dump as landfills that cause emission and generate greenhouse gas (GHG). There is no standard center for collection and treatment of e-waste in Nasarawa State. Producer and manufacturers of EEE are not involved in the treatment of e-waste. Efficient management of e-waste will boost the economy of the state and increase the employment rate. Efficient management of e-waste reduce environmental degradation. It is thus recommended that; Different group such as non-governmental organization should be involved in the management of e-waste. The government should establish an e-waste collection system that is easily accessible to citizens; ensure the proper management of the devices at all stages (collection, transportation, storage, treatment, utilization and/or recovery and/or final disposal). The users of Electrical Electronic Equipment’s should be made to understand that their waste could be reused or recycled within the value chain of e-waste.

ABSTRACT
The interaction between species has been a long standing scientific research both for mathematical ecologists and environmental statisticians, biologists or scientists to mention a few. In the present study activity we have indentified the full potential of using a numerical simulation which is computationally efficient to differentiate types of stability due to a variation of a co- existence steady state solution. The novel results which we have achieved on the implementation of this method have not been seen elsewhere; they are presented and discussed in this paper.

MAKING PARTICIPATORY COMMUNITY DEVELOPMENT WORK: LESSONS FROM SOCIAL WORK AND NON PROFIT INTERVENTIONS IN THE NIGER DELTA REGION
MINA M OGBANGA (PhD)
Department of Social Work. Faculty of Social Sciences. University of Port-Harcourt, River State. Nigeria.
ABSTRACT
This paper focuses on social work practice and non- profit intervention in the Niger Delta to explore and understand the interacting variables that could make participatory community development work. Involving communities directly for policy dialogue and social change have been recognized as key to addressing community problems. In recent decades such practice has been flawed as it has not been increasingly participatory. In addition, since the return to democracy in Nigeria in 1999, social workers as well as non –profit intervention and the question of participatory community development have not been given adequate scholarly attention. The practice of participatory development as a bottom-top collective synergy to meet the present and future needs of communities have been less clear. Drawing on house hold survey and non-profit interventions including review of relevant literature, participatory development involving social workers is elucidated which is a pro people, inclusive development model. Findings show that the people of the Niger Delta have capabilities which are undermined by complex limitations to participation arising from environmental degradation and poor policy response to mitigate the problem. Hence while community problems such as environmental degradation are identified, feedbacks often show that response and mitigation do not reflect the participation of the communities making sustainability a challenge. The paper makes a contribution on the role social workers can play in making participatory community development work.

ABSTRACT
Scholars has argued about the nature of leadership breeds in Africa, some are of the views that major problems of poverty, unemployment and insecurity was as a result of poor leadership demonstrated by many African leaders while other school of thought has a believe that African problems was lingered behind the tendencies of superpower countries who are the major exploiters of Africa through colonialism while after many African States independence they change strategy ruling African by guiding and regulating African economic, political and social policies that aimed at continue exploitations of African’s to remain poor and irrelevant in the today’s global politics. The paper was of view that good governance is a necessary requirement for sustainable peace and development in Africa. Unfortunately, the problems confronting Africa in this century are predominantly governance-related. African countries are poorly ranked on the global scale of governance indicators. The consequences of this include recurrent civil wars, genocides, and the proliferation of organized rebellions against the state. These have largely turned the continent into a region characterized by political instability. Thus, this paper examines the nexus between good governance and peace, focusing on Africa. In view of the enormous challenges that insecurity and crises have created in Africa, the paper recommends that African leaders must deepen democracy on a continental scale, demonstrate the willingness to combat and reduce corruption, build a strong civil society and consciously promote human rights and justice.

ABSTRACT
Without the necessary human capital, material or physical capital cannot support the needed national development. This paper therefore, attempt at confirming that human resources is the ultimate basis for national development. The paper reviewed some related literature and conceptual clarifications with emphasis on the relationship of both human and material capital to the economic expansion of a country, the human capital theory was adopted to provide the theoretical framework. The paper is a desk study that relies on secondary data. Concluded among other things is that for any meaningful development to take place, the required human capital most be properly put forward with the available physical capital and that the pursuit to achieving policies on economic growth may be a journey into futility f the issue of human capital is not properly addressed. The paper therefore recommended among other things that every labour should be placed according to the discipline in order to shun the notion of square peq in a round hole for proper and sustainable national development.

INCLUSIVE EDUCATION STRATEGIES IN EARLY CHILDHOOD EDUCATION FOR AFRICAN SUSTAINABLE DEVELOPMENT: THE BACKGROUND EXPERIENCE OF EDUCATIONAL PSYCHOLOGY
DR IBRAHIM ZUBAIRU
Educational Psychology Department, Federal College Of Education, Zaria.
ABSTRACT
Inclusive education, from the view point of educational psychologist is a carefully designed system of education for children with special needs so that they can reach their optimum potentials in terms of development. Recent developments in educational system lead to the inquiries such as whether the design is actually implemented accordingly or not. The paper discusses inclusive education strategies in early childhood from the perspective of educational psychology and its impact on the realization of sustainable development in Nigeria and Africa. It explained it as a concept that views children with disabilities as true full time participants and members of their neighborhood schools and communities. That inclusive school is a place where everyone belongs is accepted, supported of having his or her educational needs met. The question of whether inclusive education in Nigeria is practiced the same way and manner to reflect the reality as any other advanced countries or is just a myth has been addressed by the paper. One of the obstacles discovered is the fact that although it is practiced, not every level of education (primary or secondary) does it well. The paper went on to make some recommendations for improvement in order to meet up with the projections of education for all (EFA), as well as that of the millennium development goal which will lead to the realization of the basic objectives of sustainable development. To achieve those, some important recommendations were made. One of such recommendations is that human rights organizations should take a lead to pressurize for the proper implementation, since inclusive education is the right of all children, (normal and exceptional).

ABSTRACT
The theme of this research is concerned with the evaluation of state and agricultural development in Nigeria from 2013-2017, particularly in Nasarawa State where it was discovered that agriculture is still operating at a crude, out-moded, rudimentary and traditional age. The aforementioned period was chosen because a lot of agricultural policies and programmes were introduced in the state, for example, Fadama III and host of them. It is clearly shown on this dissertation that the impact of agricultural policies from 2013-2017 has been minimal, this has resulted in gross misallocation of resources and has therefore been counter-productive. The research used a survey method to gather data from respondents and it was analyzed using percentage. Central to development in every society, the government is the engine-room, on this basis we employed the Keynesian theory of development. Results from the empirical analysis show that the productivity of peasant agriculture has to some extent impacted positively on the economic growth of Nigeria. As recommendations to promote farming activities, policies and programs designed by the government should be implemented and follow-up-to the later. Mechanized agriculture should be encouraged against, outmoded agricultural practices. Land tenure system should be discouraged and the government should encourage face to face contact with the peasant’s farmers to discuss their basic needs, agricultural extension workers sabotaging government efforts should be sanctioned to bring sanity into the system in other to promote socio-economic development in Nigeria.

EFFECT OF STORAGE METHODS ON CASSAVA (MANIHOT ESCULENTA CRANTZ) STAKES IN THE DRY SAVANNAH
OLADEJO A.O.
Pest Management Technology, Federal College of Forestry, Jos Nigeria.
ABSTRACT
Storage of cassava planting materials is necessary when harvest and subsequent planting are separated in time due to long drought. Stakes harvested during this drought period, either dry-out or become infested with micro-organisms or pests. As a result of these problems, procurement of cassava stakes for planting in the planting season become difficult. To avoid these problems different methods of storage of cassava stake were designed to find effective methods of storing cassava stakes in the dry season (i.e. between October 2017 – February 2018). The treatments include (i) Black polythene bag (ii) White-thick polythene bag (iii) White-light polythene bag (iv)Pit storage and (v) Local method of storage (control). 12 stakes were kept in each of the treatment and was replicated 4 times. All treatments were done under tree shade for the period of 137 days. The fresh stakes were separated from the dried ones and the fresh stakes were expressed as percentage of total stakes in each treatment. Then the fresh ones were planted in green house to assess their viability. All these were subjected to analysis of variance. Parameters showing significant difference were further separated using Duncan Multiple Rang Test (DMRT). The result shows significant difference among the treatments with pit-storage treatment had the least moisture loss (45.7%) followed by White-thick polythene (52.5%), while Black polythene had the highest (82.8%). There were no significant differences in weight loss among the treatments, however, white-thick polythene had the least percentage weight loss (47.5%) followed by white-light polythene (49.0%) while black polythene had the highest percentage loss (56.3%). Statistical analysis also shows no significant differences among the treatments with respect to percentage viability after the storage period. However, white-thick polythene and pit storage treatments showed the highest percentage viability (50.0%). Storage with white-thick polythene has the highest Percentage germination while pit and local storage methods had 15.0% each and black polythene had the least (7.5%). White-thick polythene bag storage is therefore recommended for storage of stake in dry savannah.

ABSTRACT
In Nigeria today, cities and towns are faced with environmental problems resulting from poor solid waste management. Proper waste management is key to environmental sustainability of any environment.in this study therefore, it is evident that the rapid increase in urbanization has led to the ever-increasing heap of solid waste often found on streets and major roads thus, as an alarming feature of the Nigeria’s urban landscape. This paper was aimed at making findings of already conducted studies in Nigeria about the physical and chemical properties of different kinds of generated and collected waste and their energy potential in terms of caloric values and socio economic and environmental problems associated with Nigeria’s solid waste system and their link with the presence and absence of energy recovery and resource conservation principle. In view of above, the paper was based on empirical environmental assessments with a view to proposing an effective and efficient solid waste management system in Nigerian cities. The result of the findings indicated that the rate of solid waste disposal is out-paced by its generation and that waste dump sites on major streets and other open spaces are left unattended for long periods such that it heaps and encroaches roads limiting width usage and generating pollution denying the urban landscape of its aesthetics value another is, solid wastes are heterogeneous in nature as it constitutes biodegradable and non-biodegradable from a wide range of materials. Therefore, the recommendations provided by this paper is for solid waste management to be optimized through recovery, re-use, recycled as secondary materials for re-manufacturing and or privatization of such agencies in search of monitoring, collection, transport, processing, recycling and disposal. So that consideration towards “waste to energy” can be appreciated.

ABSTRACT
This paper attempts a reasoned emergence and peculiar nature of political parties in Nigeria. Focusing on the various theoretical expositions of party systems and its heuristic adaptations across the country, the paper investigated the historical antecedents of party formation, administration, composition and party loyalty and its metastasis in Nigeria. The paper observed that while multi-party system appears to have been the dominant practice from the colonial
period till date, the spirit behind the formation and administration of the parties bears much of regional overtone than the entrenchment of democratic values and enhanced freedom of association, which the presence of many parties ought to customarily entail. Beyond the various reforms in the Nigerian party system, this study hazards an observation that apart from putting a good framework on ground, there is a palpable threat that can be self-inflicted by various
factions within the political parties while each strives to find ways to secure relevance and control, via fiercely desperate and sly methods.

ROLE OF THE INFORMAL SECTOR IN THE SUSTAINABLE DEVELOPMENT OF NIGERIAN ECONOMY
GIDEON, VICTOR OLORUNFEMI, Ph.D, & AGABA, ADAH EKOJA
Nigeria Institute of Social and Economic Research (NISER).
ABSTRACT
This study focused on the role the informal sector is expected to play in the sustainable development of the Nigerian economy. Even though the informal sector accounts for about 21 percent of total employment in sub-Saharan African countries (ECA, 2005) and about 38 percent of the Gross Domestic Product in Nigeria (FOS, 1999), the sector is observed to have suffered general negligence in the development policies and national accounting of Nigeria. This background informed the need to investigate the role of the informal sector in the sustainable development of Nigerian economy. The methodology adopted for the study was the secondary data obtained from the survey of the Nigerian informal sector carried out by the Central Bank of Nigeria (CBN) in collaboration with the then Federal Office of Statistics (FOS) and the Nigerian Institute of Social and Economic Research (NISER). The result of the study shows that the informal sector is continuously expanding in developing countries, and has been providing employment and income to the teaming poor. The activities of the sector have been largely characterized by low entry requirements, small-scale operations, skills acquired outside of formal education, and labor-intensive methods of production. The sector is defined according to different classifications in terms of activity, employment category, location of actors, income and employment enhancing potential and has been extended to dominant informal manufacturing activities in food, beverages, and tobacco production. The informal sector has the potential to provide the needed impetus for employment generation and sustainable development. The existing policy responses to growth of the informal sector should be intensified. The study recommends: Emphasis on the informal sector’s role in Nigeria’s development policies, financial and technical support of identifiable informal-sector activities such as, retail trade, small-scale home-based manufacturing activities and services, scholars to understand existing gaps in the economic use of the informal sector in Nigeria and other African countries, skills development for informal sector operators, provision of credit facilities to the operators and the supply of electricity to enhance the performance of the sector.

ABSTRACT
Most of knowledge management systems and electronic commerce use recommender systems as the underlying tools for identifying a set of items that will be of interest to a certain user. A recommender system is a type of information filtering system by drawing from huge data sets the system’s algorithm can pinpoint accurate user preferences. This Study examined the use of Recommender Systems in Research using Kaduna State College of Education, Gidan Waya, Kafanchan as a case study. The study carried out with two objectives which were transformed into the research questions and null hypothesis. The study made use of cross-sectional correlation survey research design as a plan for data collection. The population of the study consisted of 498 lecturers of Kaduna State College of Education, GidanWaya, Kafanchan. It was difficult to reach all target population; stratified random sampling technique was employed to select 90 teachers as sample of the study. A null hypothesis was postulated and tested at 0.05 level of significant. Some of the major findings show that only 27.8% of the sampled population are using Recommender systems in research. The data collected from questionnaires which were analyzed using descriptive statistics and chi-square of significance. The study therefore recommends the use of Recommender systems in carrying out research. Research paper recommender systems can help the researcher avoid such time-consuming searches by allowing each researcher to automatically take advantage of previous searches performed by others in order to cope with the 21st century research.
