DEVELOPING COMMENSAL INTEGRATION MODEL OF INTEGRATING REMOTE SENSING MULTIMEDIA GIS AND GPS.

EJIGA, ABUBAKAR ISA

Department of Geoinformatics and Surveying, University of Nigeria, Enugu Campus.

ABSTRACT

The Google map which is Remotely derived is adjudged the best navigation tool available to both trained and untrained populace as it enables people to locate points of their interest without having to pester the public for enquiries. However it has been found to have some shortcomings which are capable of limiting its applicabilities as collaborated by many authorities. There is therefore a gap of an integration model that can address the challenges identified. This research is of the view that those deficiencies can be remedied by integrating remote sensing, GIS and GPS in what is termed the Commensal Integration Model. The coordinates of points were determined on UTM worldwide and on Mina UTM 32 projected coordinate system. The difference between both of the systems for reasonable number of locations were noted and averaged. They were then applied to GPS readings on the Minna projected datum to generate the appropriate locations of the points on the Google map. The multimedia data for the locations obtained were processed using appropriate software and hyperlinked/loaded onto their correct locations. The difference in coordinate between the projected coordinate system and UTM worldwide were found to be 1470 411 and 142.68m averagely in bearing and distance indicating differences of 75.92m in Easting and -120.17m in Northing respectively. Therefore when converting from UTM Minna datum to UTM worldwide it should be negative in Easting and possible in Northing axes. While converting the other round, the reverse is the case. These constants has been code- named ejiga – Okeke – unn constants. To solve the challenge of inaccurate location, these constants were applied to the UTM Minna projected values and it ensured that points were accurately located on the Google map. Apart from inaccuracy, other challenges like missing information or poor recognition were eliminated. The lack of context information experienced on digital maps was mitigated by adding the multimedia data sets including video, audio, text and photographs thus making the objects or entities virtually distinctive. The challenge of generalization in presentation is also mitigated by this multimedia context as only prominent and notable entities are favoured and highlighted at the expense of less important ones with the effect that maps are clearer.

ABSTRACT

For sometimes now, sustainable management of municipal solid waste in developing countries have become a critical urban development issue because of many problems that have hampered the progress of cities in this regard. One option towards sustainability by developing countries, therefore is to begin to recognise and partner with the informal waste sector. Unfortunately, however, the informal waste sector has been viewed with hostility by most governments in developing countries and hence their activities are neither recognised nor integrated into the formal waste sector. This is not surprising because these governments believe that their activities create more nuisance to city scape and the environment than provide solution to myriads of problems of municipal solid waste management. It is therefore argued in this paper that some progress can be made by the developing countries in regards to sustainability of municipal solid waste management if they are able to acknowledge the existence and contribution of the informal waste sector and consequently integrate them.

ABSTRACT

Nigerian Universities are growing rapidly, leading to an increase in the demand for hostel accommodation. The development of these hostels has mostly remained the exclusive responsibility of the owners. Due to increasing demand, shortage of public funds and other factors the government is now seeking to share this responsibility with private investors. What is being proposed as a remedy is a privately financed infrastructure scheme in the form of the Build- Operate- Transfer (BOT) approach. The University Hostel Development Scheme (UHDS) is already adjudged a total failure and almost an abandoned scheme. There are numerous reasons why government policies usually fail; there could be political, social, legal or economic reason any of which could derail or halt a good vision. However, for investors, one cardinal reason for business failures is the economic viability of the investment. If the UHDS were economically viable, investors would flock to it with or without government facilitation. So this study looks at the economic viability of the UHDS (BOT option) in Nigeria and the need for private investors to participate in UHDS.The study measured the Net Present Value (NPV) to see if the scheme was economically viable or not, and Pay Back Period (PBP) of the scheme to see how long it will take the investors to recoup back their money using the conventional NPV and PBP formulae. The study concluded that while the scheme showed high net return on the investment (profit), the PBP were too long for the kind of investors (mostly short-term investors) the scheme had. The study therefore recommended measures such as changing the design of the hostels to reduce cost and consequently lower the PBP to a shorter and more acceptable period to the investors.

ABSTRACT

Systematic Training and Development of staff is an important ingredient for improving the performance of staff in an organization, training is indeed essential for the survival of any organization and  for development of staff, enhancement of ability to adopt to new techniques for better performance, increase employees knowledge to enhance and enriched capacity, developed creativity, promote innovation as well as problem solving skills, the main fundamental objectives  of the study is to ascertain how systematic training and development programme affect the performance of staff in Niger state polytechnic, Zungeru. between the periods of   2013 -2018, the study employed a survey research design method, the population of the study includes all the academic staff of Niger State Polytechnic both Zungeru and Bida Campuses which stood at two hundred and ninety three (293) Staff. Krejcie and Morgan  (1970)  was used in determining the sample size of the respondents and arrived at one hundred and sixty nine (169). Stratified sampling was used for the study; the data were generated from both primary and secondary sources, the study used both descriptive and inferential statistics in describing and analyzing data, Regression analysis was also used as tools of analysis. the study revealed that the institution lack self built staff training programme, most staff training demands were sponsored solely by TETFUND; also the staff training choice was not often related to training need assessment; staff choice of course and institution of training were not always based on the polytechnic priority. However, the study recommended that the polytechnic should put concerted effort to build self training programme and to reduce over reliance and demand sponsored by TETFUND, it also suggested that the choice of staff training should be based on need assessment, and the choice of courses and institutions should be always based on polytechnic priorities.

ABSTRACT

Globalization has been celebrated as a key to development. The global competition that came from the world integration has led to tremendous progress in the economy of the world, but in Nigeria, its economy is below expectation compared to other nations in the world. The level of marginalization is noted in the distribution index between developed and undeveloped nation. This margin is a clear indication why some countries are richer than others. In other to address these problems, research purpose is formulated which aims to analyze the effect of global market space on Nigerian economic. Quantitative research methodology was used. Data sourced from CBN statistical bulletin for 2002 – 2018 was used for the analysis. The results of regression analysis when economic development proxy as Gross Domestic Product (Dependent Variable) and foreign direct investment inflow, total import, balance of trade, total trade and total export proxy as globalization (independent variables) shows that all the independent variables are positively and significantly related to Gross Domestic Product except total export which was found to be negatively related to Gross Domestic Product. Base on these findings the study recommended that the government should implement strong macroeconomic and structural policies required to gain confidence of foreign investors so as to boost the country’s productivity, growth and competitiveness.

ABSTRACT

This research was conducted to unravel farmers’ perception on insect pest activities as a constraint to vegetables production and their management practices. A baseline survey was conducted between May and November, 2019 using well-structured questionnaires. Three locations (Rikkos, Lamingo and Naraguta) were purposively selected from the Jos north LGA based on farmers growing capacity (both rainy and dry season). Simple random technique was used to select a total of 90 vegetable farmers from these 3 locations with 30 farmers from each locations. The data collected were analyzed using descriptive statistics and Fishers’ exact test (FET) was used to compare the variables. The probability value (P-value) was estimated using two sided test at 5% level of significance. Almost all the farmers in the selected areas engaged in the production of two or all the three vegetables at one season or the other. The results indicated that most farmers (75.6%) in the study areas were men and more than 56% on the average were not educated beyond Primary school in all the locations, with only view Secondary School (37.78%) and very view that go beyond Secondary School (5.56%). This influences farmers’ perception on insect pests of the selected vegetables (cabbage, spinach and carrot). They believed that the fastest and only way to solve pest problem is the use of synthetic pesticides. Therefore, indiscriminate use, handling and disposal of pesticides containers characterized farmer’s attitude in all the locations. There is therefore, serious need for field education of farmers on judicious use of pesticides to protect agro-ecosystem, the environment and non-target animals’ especially human being.

MANAGEMENT OF FUNCTIONAL TERTIARY EDUCATION FOR LEADERSHIP, VALUES RE-ORIENTATION AND SUSTAINABLE NATIONAL DEVELOPMENT IN SOUTH-WEST NIGERIA

AJIBOYE JOHNSON TUNDE Ph.D

School of Education, Emmanuel Alayande College of Education, Oyo.

ABSTRACT

Students attend tertiary institutions in order to discover their potentials. Having passed through the training in various capacities, coupled with values inculcated in them while receiving training the features of leadership begin to manifest as they begin to perform their routine work not only while performing official duty but also in their environment. The society begins to watch them in terms of honesty, human relations, tolerance, firmness, punctuality, knowledge, charisma and a host of attributes of a leader before they are saddled with any responsibility in their places of work or where they live. The judgment or personal opinions of co-workers or inhabitants / dwellers can either mar or make their progress. This shows that the society cherishes good conducts of an individual and if it is otherwise, the society will be disappointed. It is a known fact that education is a key mechanism that promotes tolerance in diversity. Perhaps, among the serious problems facing the nation nowadays are; identification of value, Cultism, corruption, materialism, crime and violence. This paper attempts to highlight the concepts of value, tertiary education, and leadership. Comparison of different countries in budget allocation was done, Africa Centre of Excellence was discussed in tabular form, UNESCOS’S role in Education for Sustainable Development was itemized. World Ranking based on impact of publications was done in tabular form while a table shows the top ten Best Universities in Agriculture in Nigeria. It was concluded that Nigeria is not yet developed based on the differences and similarities among member countries even in Africa. The paper recommended that enough fund should be earmarked for education sector at the local, state and federal levels in order to meet up with the present challenges in the global world.

ABSTRACT

This study was undertaken to evaluate students’ views about the entrepreneurship education offered in tertiary institutions across the country. The need for this assessment arose from the fact that previous studies focused on the envisaged derivable benefits of the programme without appraising students’ impressions and the challenges associated with entrepreneurship education. The study adopted a survey design using Akwa Ibom State Polytechnic, Ikot Osurua as a case study. The HND 2 students of the 2018/2019 session doing EEd constituted the population of the study. A sample size of 290 from a population of 1,160 students using Taro Yemane formula was adopted for the study. Structured questionnaire served as the research instrument which was distributed to respondents across the 6 departments offering the course: Accountancy, Computer Science, Science Laboratory Technology, Mass Communication, Business Management and Statistics through stratified random sampling technique. Out of the no. of copies distributed, 253 representing 87.2% were correctly filled and returned. The data obtained were presented and analyzed using percentages and Relative Importance Index. Findings revealed that the students were taught cake production, hairdressing, how to make; paint, liquid soap and beads. It also revealed that resource persons were brought in from outside the school to take them in practicals. 70% of the students said that they were not satisfied with the programme while 68% said that they did not see themselves doing what they had learnt through the scheme in the future. The implication arising from these findings is that the scheme has failed to achieve the goal for which it was set up. The students said that they preferred that the governments at various levels provided the necessary amenities especially constant power supply and capital in form of soft loans with low interest rates to asking them to learn what they knew would never be of interest to them. Majority of them said they would rather venture in Agriculture than that they were being offered by the scheme.

IMPLICATIONS OF PATRIARCHAL CULTURE AND GENDER DISCRIMINATION AGAINST NIGERIAN WOMAN

DIBIE, GODFREY ATUNU PhD.

Department of Languages, Nasarawa State Polytechnic, Lafia, Nigeria.

ABSTRACT

Patriarchal culture and gender discrimination continuously cause the Nigerian woman severe plights, which if all and sundry, especially concerned authorities and the agents of sociaisation, do the needful, can be eliminated. Virtually all Nigerian cultures are patriarchal and exhibit different forms of discrimination against women. In view of the foregoing, this study is aimed at examining and describing the implications of patriarchal culture and gender discrimination against the Nigerian woman. Data, drawn from both primary and secondary sources, reveal that the Nigerian woman suffers gender oppression, familial and marital ills, relegation, battering, alienation, negligence, denial of rights to education and inheritance, dehumanising practices like widowhood and circumcision, exclusion from traditional politics, poor/misrepresentation in secular politics and other meaningful or lucrative ventures, poverty feminisation, social role dichotomy, and workplace gender politics, among others. The anomalies have development, social, political, economic, cultural, educational, religious, industrial, agricultural and personality implications. The study submits that patriarchal culture rouses gender stereotype and discrimination against women across cultures. It calls for a new world order, cultural reformation, attitudinal change and gender sensitisation, and enjoins government and all agents of socialisation to take up this important task of doing away with patriarchal culture and gender discrimination.

TOWARD THE ROLES OF CIVIL SOCIETY ORGANIZATIONS IN VOTER EDUCATION IN NIGERIA

MODU LAWAN GANA

Department of Public Administration, Mai Idris Alooma Polytechnic, Geidam, Yobe State

ABSTRACT

Voter education is one of the cardinal principles of democratic politics and ensuring credible elections in any democratic society. The imperative of this cannot be underestimated in developing democracy like the Nigeria state. Since 1999, electoral processes in Nigeria were alleged to be full of irregularities ranges from violent electioneering campaigns, unwarranted voting behaviors of election rigging such as multiple voting, ballot snatching, vote-selling among others. These unruly behaviors are unarguably undermining the integrity of Nigeria’s electoral process. Although, numerous political-legal measures were put in place by the country’s electoral body the Independent National Electoral Commission’ through the introduction of the card reader machine, massive disposition of civil securities at voting points as well as series of amendments to the electoral acts by Nigeria’s’ National Assembly members. However, despite the concerted measures to checkmate the unruly behavior of the voters, the trend continuous unabatedly. This article thus proposed that addressing Nigeria’s electoral knots especially in respect to the voters’ behavior requires the participation of civil society groups for informal voter education. It argued that ignorance of the electoral laws and nonsensical attitude toward the electoral outcomes by the vast majority promote the continuous engagement in these deviant behaviors. The article thus recommends that to overcome the perennial challenges of the electoral process, the Nigerian government should engage civil society and community-based organizations to educate voters on the dangers of electoral fraud in the country.

ABSTRACT

This paper has examined how the environment of a nation can be developed by proper public policy implementation. The ability to sustain the natural world and the need for humankind’s stewardship of resources. To what extent does public policy implementation affect national development is a key question. Government is responsible for protecting the environment in the face of rapid industrial growth, but ineffectiveness in policy implementation compounded by a multitude of actors and interests, and often inadequate resourcing, threaten the possibility of development. The research adopted the Elites theory. The source of data was primarily, secondary. It was observed that challenges such as corruption, faulty programme theory, unclear goals and objectives, lack of coordinated planning, lack of standardization, complexity joint actions etc, limits public policy implementation. The research concluded that good leadership and continuous and close monitoring of projects and programs among others facilitate public policy implementation. It thus recommended that there should be good theoretical back up on policies, policy legitimization, set goals and objectives, proper resource allocation, organization design among others for effective policy implementation and National development.

ABSTRACT

There is no refutation to the fact that Information and Communication Technologies (ICTs) has enabled government officials to offer better services which can be utilized to achieve economic development in different countries of the world. The discussions in the paper are centered on ICT and E-governance and their resultant effects on Nigeria’s economic transformation. It can be argued that the huge success achieved in the country’s information and communication technology sector over the years and the need for effective governance led to the emergence of E-governance in Nigeria.  At this point, it is imperative to note that e-governance involves the application of electronic technologies and ICTs to reinforce public services, government administrative procedures, democratic activities, associations among citizens and the general civil society, private sector, and the state. This paper reviews the major deficiencies that have contributed to Nigeria’s low ranking in e-Government delivery to its citizens despite the increase use of ICT in the country and suggests how this situation can be improved.

NDIFE, CHINELO FRANCA (Ph.D)

Department of Business Administration Federal Polytechnic Oko, Anambra State, Nigeria

ABSTRACT

This study is on the role of e-payment system on the growth of the financial sector of the Nigerian economy. The study adopts a descriptive research design which employed secondary data from the Central Bank of Nigeria. The data is on volume and channels of e-payment systems in Nigeria and the GDP of financial sector which was used as proxy for the growth of the financial sector. The two factor Analysis of Variance (ANOVA) and correlation measures were used in testing the various hypotheses of interest at 5% level of significance. The factors were the payment channels and the year. This is aimed at calculating changes that might have occurred in the volume of e-payment systems across the channels and over the years in relation to economic growth in Nigeria. The results of the analysis in this study have been presented. The study found that ATM channel transactions contribute the highest volume of e-payment transactions towards the growth of the financial sector. This affirms existing fact that almost every Nigerian makes use of ATM for various forms of transaction. The charges accruing from such volume of transactions contribute significantly to revenues of the financial sector and in the long run to the growth of the financial sector.  The result also shows that there is significant change in volume of e-payment across the channels and over the years. This is as a result of the various cashless policies of the Central bank of Nigeria and Nigerian government and automation of various payments especially in the government sector like JAMB, CAC, FIRS, Immigration, Tertiary institutions levies, fines and other payments, and so on.  Based on the findings, this study therefore concludes that the e-payment systems have significant effect on the growth of the financial sector of the Nigerian economy. The study therefore recommend that Nigerian should imbibe the culture of cashless policy which encourages e-payment over the various channels so as to further boost the growth if the financial sector and Nigerian economy in general. This study also recommends further and stringent fight against cyber crime and internet scam which discourages people from such online and e-payment transactions.

ABSTRACT

This work assesses the delight factors that determine customers’ banking habits using First Bank Nigeria Plc, Bida as a study. The study is predicated on an assessment of the literature presented in different studies which revealed that studies conducted on delight factors determining customer’s banking habit examined a variety of attributes as determinants of the banking habit process and discovered a variance in the nature and importance of these attributes. The work aims to identify the major delight factor(s) that determine customers’ banking habit as well determine the criteria that customers consider as important when selecting a bank and how those criteria are prioritized according to their importance. The study, which adopts descriptive research design, employed both primary and secondary data. Primary data were sourced with structured questionnaires administered to the sampled population of both the staff of First Bank, Bida and their customers using random sampling technique. The secondary data used emanated from journals, textbooks and other relevant publications, the data was analyzed using descriptive statistics and presented in a simple pie chart. Related literatures were reviewed and authors were duly cited. From the findings, it was discovered that there is significant relationship between delight factors and customers’ banking habit. The study concludes that one of the basic factors that influence customers’ favourable banking habit lies in banks having good and attractive products and services that can appeal to customers’ attention and meet their financial requirements. It was also concluded that in forming a banking habit, customers consider the proximity of bank to their homes and/or workplaces. Thus, the study recommends among others that Banks should develop robust and customer-friendly products and services such as low interest rate on loan, reasonable payback period, attractive interest for savings account and others that can attract customers to patronize them.
