JUXTAPOSING THE COMIC AND THE TRAGIC IN A SELECTION OF NIGERIAN MAGICAL REALIST NOVELS

ABSTRACT
This paper captures the essence of why and how Nigerian authors juxtapose comedy and tragedy in their expression of magical realism. This paper reveals that behind the laughter and tragedy of characters and events, is a message about the different responses to postcolonial theory in issues such as mimickery, miscommunication, food aid, neo-colonialism, abuse of power, dictatorship and disillusionment. The methodology employed for this paper is a random qualitative model, based on a selection of magical realism written by Nigerian authors.

AN INVESTIGATION OF THE IMPACT AND RELEVANCE OF AUDITING TOWARDS ENHANCING PUBLIC ACCOUNTABILITY IN NIGERIA

Abstract
Accounting and Financial management are very crucial for the prosperity of any organization but it is particularly important in the public sector organizations due to the nature of their operations and inherent perception of public resources’ ownership. To establish trust it is important for government to provide complete and accurate information on the assets and liabilities; revenue and expenses of the government. Lawmakers and the public look to audits for assurance that ASOSAI (2016) public sector actions are ethical and legal, and that financial statement accurately reflect the true measure of operations of the government. Ability to provide complete and accurate information on the asset and liabilities; revenue and expenses of government depicts proper transparency and accountability, boosts credibility and provide clear and precise information on the financial consequences of social, economic and political decisions taken by the government. The main objective of the study is to assess the role of auditing in enhancing public financial accountability. This study has conducted thorough analysis on how auditing contributes to the success of financial accountability which assures proper use of public funds. Conclusively, the study has alarmed on how independence of Auditor General (AG) at federal, state and local government levels need to be maintained in order to enable their offices to work independently without any due influence from either parts. Following this contention, the study advice policy and decision makers to rethink on the proper way of enabling Audit Offices of Nigeria to work strongly, diligently and prudently for the betterment of the Nation, by establishing supreme audit institutions in order to implement public sector governance reforms that will ensure efficient and effective utilization of funds and service delivery.

COMMUNITY BROADCASTING IN DEVELOPING AFRICAN DEMOCRACIES: THE NORTHEAST NIGERIAN COMMUNITY-BASED RADIO EXPERIENCE

Abstract
Against the widely recognized penchant for true grassroots oriented democracy and participatory development, varieties of community broadcasting begin to spring up in parts of emerging democracies in Africa. One of such examples are the ten FM stations first established in northeastern Nigeria, to cater for rural Bauchi state currently sustained by Governor Muhammad Abdullahi Abubakar. Even though these stations are government-established, thereby losing a key ingredient of full community ownership, such practice of community-based broadcasting could be argued to lay claim to executing many of the key objectives of community journalism. How far that can be achieved is not known yet. Again, could the practical achievements of such community-based government efforts in grassroots awareness pose some challenges to review the theoretical postulations of the yardsticks of community broadcasting? This is yet to be interrogated further. This study set out to find out the editorial practice of the community FM stations; find out the extent of their coverage of local communities in promoting development initiatives in the rural areas of the state; identify the extent of and barriers to rural communities’ participation or interaction with radio stations and define the character of community-based broadcasting in northeastern Nigeria. Out of the 100 staff of the community based radio stations (10 for each station), half of that number was sampled for this descriptive study – 5 respondents were randomly selected from each station. Closed-ended questionnaire was self-administered. The results were analyzed using SPSS 22 descriptive statistical tools. Key among the findings is 54 percent said grassroot empowerement was the main concept, while 18 of the 50 respondents making 36 percent indicated raising political conciousness of the people was the overal concept of the government in putting the stations in place and 5 of 50 interviwees, representing 10 percent, described peace building as the main concept. Reserch and policy implications were discussed.

IMPACT OF SOCIAL MEDIA ON STUDENTS ACADEMIC AND SOCIAL LIFE IN FEDERAL UNIVERSITIES IN NORTHWESTERN STATES OF NIGERIA: ISSUES AND CHALLENGES

Abstract
This study examines and evaluates the positive and negative effects of social networks on academic and social life of the students with the adoption of the survey methodology, 204 students from the Ahmadu Bello University, Zara and Bayero University Kano. They were randomly selected to participate in this study. The results of this study suggest that the effects of social networks outweigh their negative counterparts and, therefore, students should not be dejected visiting social networking sites. Among the following are some positive and negative effects of social media, The ability to seek the views of parents about a particular subject of their own comfort space, and the opportunity to find more friends than it is in real life and the ability to be able to participate in group discussions was the positive impact of social media on students in both institutions with a reduction in classroom focus, and waste the time you can spend studying, reducing physical interaction (face to face interaction) and a stenographic enhancement, which has the ability to write good grammar also had a negative impact on the use of social mediaat both institutions.

ABSTRACT
The study examine the role of public in conjunction the police in providing information that will assist a security in their areas our societies have been infested with crimes as police force cannot be able to provide the needed for socio – economic activities to thrive. Therefore, there is need for identifying, analysing and addressing community problems at their source. Strategies involve in community policing include community partnership, problem solving and change management. However, in Nigeria, we are faced with major challenges of policing. These are manpower shortage; inadequate funding, corruption, inadequate logistic support and infrastructure, lack of serviceable information and technological equipment to cover all the areas of the State are responsible for the current state of the police in Nigeria. Therefore, it is recommended that there should be serious retraining towards attitudinal change and professional efficiency and proficiency among both the rank and file and other officer cadre of the police so as to make them efficient and effective officers that could tackle the numerous challenges confronting us as a nation.

COMMUNICATION AND GLOBALISATION: CULTURAL/MEDIA IMPERIALISM IN THE CHANGING GLOBAL MEDIA LANDSCAPE

Abstract
Three major schools of thought emerge from the study of contemporary globalization. They are represented by what scholars call the Globalists, the skeptics and the transformationalists. This paper adopts a conceptual method by taking a theoretical look at the role of media and communications in the globalization process and debate. It is the position of this paper that, while globalization occurs in the economic, political, social, and technological perspectives, it is cultural globalisation that occurs through the media, this however does not negate the indispensable role communication plays in all forms of globalisation. Media/cultural imperialism thesis has been challenged by globalization as a result of the spread of new media technologies. Online social networks are challenging traditional notions of basic concepts like audience, society and even culture occasioned by new technologies’ potentials in breaking time and space. The paper concludes that as media and communication undergo transformations in the era of globalisation, and considering the prime place of communication in all forms of globaisation, scholars in other fields need to consider media and communications as integral to the analysis of globalisation.

USE OF SOCIAL MEDIA AMONG ACADEMIC STAFF OF POLYTECHNICS: A STUDY OF FEDERAL POLYTECHNIC, BAUCHI

ABSTRACT
This study examines the “Use of Social Media among Academic Staff of Polytechnics: A Study of Federal Polytechnic, Bauchi”. Central to the study is an effort to find out and understand the staff teaching performance and attitudes towards social networking sites with wider issues that may arise from this. The research work adopted ‘Survey Research’ method as the research methodology for the study in which simple random sampling method was used to select the sample from the population of the study. Only 100 respondents from the Academic Staff of Polytechnics in Federal Polytechnic, Bauchi were drawn from the total population of the study.Questionnaire was used as the instrument of data collection in which section (A) contained the demographic data of the respondents and section (B) contained the empirical questions used to collect data from the respondents. To actualize effective data analysis and presentation, simple percentage method of data analysis was adopted, and the findings and recommendations were logically presented. The research as part of it findings shows that most Academic Staff of Polytechnics on the social networking sites spend more time chatting and posting messages than they do other academic activities. To this end, the research as part of its recommendations recommended that sites should be created for more educational research purposes as well. This is to create a balance between social networking among staff and educational activities of staff to avoid setbacks in the teaching performance of the Academic Staff of Polytechnics in Nigeria.

INFLUENCE OF HAUSA, KARE-KARE AND BABUR-BURA LANGUAGES ON THE SPOKEN ENGLISH OF STUDENTS IN YOBE STATE COLLEGE OF AGRICULTURE, GUJBA

Abstract
This study investigates the influence of mother tongue at phonological level of- Babur-Bura, Karekare and Hausa languages on the spoken English of students of Yobe State College of Agriculture Gujba Yobe State, where, as a multilingual society, these three languages are mostly used in communication outside the classroom. This research therefore attempts to find out what extent does the influence of mother tongue differ from the three native languages under study, to identify the English sounds that are difficult for speakers of those native languages and to look at its implications to language learning. The theoretical framework used for this research is the Behaviourist Theory which states that “properties of the L1 are thought to exercise an influence on the course of L2 learning: learners ‘transfer’ sounds, structures, and usages from one language to the other.The reading text used by Maina U.A. & Abba T.S. 2017 was adapted and administered to the selected students, so as to get the percentage of the number of English sounds that constitute problems to the speakers of each language. However, the result of the research showed that the average percentage of wrong pronunciation of the English language due to the influence of the mother tongue of Babur-bura is 43%, that due to Hausa is 53%, while that of Kare-kare is 33%. At the end, the researchers discussed the implication of findings on English Language Learning and provided some recommendations for English Language teachers.

The paper talks on the roles of public libraries in re-energizing the society, most especially the modern society. The paper also highlights various roles and importance of library to the development of society. It also explain the concept of the society and the characteristics of the society for better understanding when serving the members of society, since each member in the society has his/her own information needs. However, the paper also show the links between the library and the society. The paper concludes by drawing the attention of librarians to confirm with the new trend of librarianship.

THE RELATIONSHIP BETWEEN LITERATURE AND FILM

Abstract
The relationship between film and literature has of recent attracted the attention of both literary and other scholars. It is important to note that the transition from literature to visual form of films is a path rarely trodden in the Nigerian society. This comes about due to the strict division between literary pursuits and film. Literature is most often considered as a more serious domain of popular culture, reflecting as it does a poetic interpretation of life. Film on the other hand is often considered as a pure entertainment medium. The paper examined the relationship between film and literature and argued that both constitute an aesthetic, cultural and (in the case of film) popular cultural discourse. Being mainly library –based, the research relied heavily on critical materials such as articles, reviews, books and internet sources which relate to film and literature. The study found out that literature is one of the major sources of materials for film. This is mainly achieved through adaptation of literary texts into film. The paper also examined the effect of film on the reading culture especially on students at the secondary and tertiary levels of education. Recommendations were provided on the effects of film as it relates to the decline in reading culture in Nigeria.

BANKERS DUTY TO APPOINT AN APPROVED AUDITOR AND REPORT

ABSTRACT
In Nigeria, banking business occupy a very sensitive position in the nation’s economy. Thus, the popular saying goes “when the bank sneezes, the economy catches cold”. Several legislations have been enacted to checkmate the activities of banks in Nigeria. One of such legislation is the banks and other Financial Institutes Act (BOFIA) Cap B3 LFN 2004 one of the ways by which the BOFI Act regulates the activities of banks is imposing certain duties on the banks, to either do or refrains from doing an act and prescribed appropriate sanctions for violating of any of such duties. This paper focused on the banker’s duty to appoint and approved auditor and report which is provided by Section 29 of the BOFI ACT. This particular duty is positive in nature as it requires the bank to do certain act which is appointment of an approved auditor and report. The work examined how an approved Auditor can be appointed by the bank and where a bank fails to do that, the CBN can do so. The qualification or requirement of an approved auditor was considered. The BOFI disqualifies certain persons from becoming an approved auditor. The auditor’s report is required to be read together with the report of the Board of Director’s report at the AGM of the shareholders of the bank, two copies of each report together with the auditor’s analysis of bad faith and doubtful advances in a specified form are sent to the Central Bank of Nigeria. Finally the paper made some recommendations.

Abstract
This paper focused its attention on the concepts of sports, tourism, and sport tourism. The components and classifications of sport tourism highlighted include attractions, resorts, cruises, tours and events. Socio-economic prospects of sport tourism focused on social exchange, friendship, improved understanding, improved social amenities, cultural exchange, creation of employment, provision of business opportunities, income generation and facilitation of growth and development in the host communities, cities or country. Finally recommendations for better improvement were given among others is the development of infrastructures, active promotion policies and marketing, as well as sport tourism awareness campaigns in the media.

MODELING FACTORS FOR VARIOUS TYPES OF CRIMES IN SOURTHERN SENATORIAL DISTRICT OF ADAMAWA STATE A MULTINOMIAL LOGISTIC REGESSION MODEL

Abstract
This study was conducted to examine the factors responsible for various crimes in Southern Senatorial District in Adamawa State. The respondents for the study were drawn from convicted, ex-convicted criminals and those on awaiting trial from two major prisons in the senatorial District: Numan and Ganye prisons. The respondents were stratified into three categories of crimes: crime against property, crime against persons and crime against lawful authority. The response rate is 86.4%. Ten factors were identified as major causes of crime from the literatures and the police abstract but seven were considered relevant for the study as causes vary from one state to another. The instrument developed by using these factors had validity, unidimensionality and reliability. It is observed that existence the factors responsible for crime among all the categories of crimes: crime against property, crime against lawful authority and crime against persons in the District. The multinomial Logistic model developed is found worthy in predicting crimes in District in particular and Adamawa State in general.

Abstract
Considering search strategy as a sensible designed process for accomplishing information retrieval via complete range of information resources from various sources, this paper divulges the steps necessary to design an effective search strategy, in order to retrieve information. It expresses the details ways in which search may be executed and the critical appraisal of search process that takes place upon its completion. It shows why is essential to design a search prior of its accomplishment considering; search approaches, Subject approaches to information seeking, Search design, subject specification, formulating the search, selecting of bibliographic information sources and concluding the search. The paper determines that it is always important to carefully note the fine points of search as it proceeds for on several occasions is problematic to remember precisely how searches was formulated and details of the results after the outcomes.
