IMPROVING TERTIARY EDUCATION SYSTEM IN NIGERIA FOR DEVELOPMENT: CHARTING A WAY FORWARD

Abstract
Knowledge has always been at the core of any country’s development process. More recently, the increased speed in the creation and dissemination of knowledge makes it an even more important ingredient in rapid economic development which is only achieved through a better tertiary education system. Nonetheless, the quality of most of Nigeria’s tertiary institutions leaves much to be desired. This is a serious problem that hampers efforts to move toward a knowledge based economy. Hence, this paper aimed at finding out the importance of knowledge for a new Nigerian economy, the key problems of tertiary education and what can be done to bring about improvement in the standard of tertiary education. To achieve these objectives, the paper utilized secondary sources and made use of innovation culture theory to provide a theoretical orientation to this study. The result of the investigation reveals that knowledge is central to development. Finding also shows that the key problems of the Nigerian education system are access, quality and funding. However, in order to improve access to, quality and funding of tertiary education in Nigeria, government must harness the contribution of the private sector and put together a strategy for the use of ICT in the education sector. The paper conclude that Nigeria can build the foundations of a knowledge driven economy by generating a critical mass of educated people whose skills are continuously refined through lifelong learning and the progressive upgrade of the education system. The paper therefore recommends that the focus area of tertiary education should be providing good quality, well targeted, and timely education and skills.

ON THE EFFECT OF A RANDOM PETURBATION ON THE TYPE OF STABILITY OVER REPEATED MATLAB ALGORITHM

ABSTRACT
A low random perturbation value of 0.01 effects has been examined on the type of stability over repeated Matlab Algorithm. We have found forty (40) instances of valid stability and forty (40) instances of valid coexistence steady state solutions. From these results, we have found that a low random perturbation does not change the type of stability. Technically, a low random perturbation does not necessarily destabilize the dynamical system that describes the interaction between two competing technologies. We would expect these novel results to provide an insight on an aspect of business planning in the context of two competing technologies. The full novel results that we obtained which we have not seen elsewhere are presented and discussed quantitatively.

STABILITY ANALYSIS OF A RESOURCE-DEPENDENT BIOLOGICAL SYSTEM (A CASE OF FOX AND WOLF)

Abstract
A continuous dynamically system of a nonlinear first order ordinary differential equation was considered to study the stability analysis of a resource-dependent biological system. A numerical simulation method with the help of a MATLAB ODE45 was used to generate data for the analysis. The analysis clearly indicates that, variation in the population of the interacting species results in a mixture of stable and unstable equilibrium points. In particular, the result proved that, as the size of the population approaches zero for fixed supply of resources, the system becomes unstable.

ABSTRACT
The profitability of entrepreneurial business operations depends largely on a conducive and sustainable environment. Conducive and sustainable environment of business rest on the availability of infrastructural amenities put in place by the government of a country. These could be good road Network, Electricity, Telecommunication, Market, Health Centers, Education and flourishing economy. Meanwhile, the Nigeria’s business environment is presently witnessing fear and uncertainty leading to collapse of some entrepreneurial business opportunities particularly in small and medium scale enterprises. The objective of this paper is to examine the sustainability of entrepreneurship operations in Nigeria Life –threatening environment and its implications on economy development. Also examined in the paper is the frustrating factor by entrepreneurs in trying to sustain their entrepreneurial operational activities in Nigeria. The study is theoretical in nature; it used survey research method to identify the gap through existing literatures. The study identified insecurity, lawlessness, corruption; kidnapping, Fulani headsmen killings, Boko-haram, insurgency and lack of infrastructural amenities as the factors that can hinder the sustainability of entrepreneurship operations in Nigeria. The paper also identified the implication on economy development as joblessness, crisis, crime, stealing, fighting, reduction in Gross Domestic Product (GDP), loss of life and properties. The study concluded that the understanding of the uncontrollable variable existing in a business environment such as: insecurity, legal, political, technology, and competition is a requirement for economy development and sustainability of entrepreneurial operational activities in Nigeria. The study recommended that Government should seat up and shoulder its responsibility of providing adequate security, provision of infrastructural amenities, introduce new laws to checkmate headsmen killings, kidnapping, Boko-haram insurgency in the North- East of Nigeria. also, that the Government should provide enabling environment that will accommodate and encourage entrepreneurs to invest their scarce resources and stop them from travelling abroad to produce its goods which will reduce the chances of Nigerian youths from getting employment.

INFLUENCE OF BIOLOGY TEACHERS’ QUALIFICATION ON STUDENTS’ ACHIEVEMENT IN MISAU LOCAL GOVERNMENT AREA OF BAUCHI STATE

Abstract
This study examined the influence of biology teachers’ qualification on students’ achievement in Misau local government area of Bauchi state. Expost-factor research design was used and the population comprises 7,836 students and 20 biology teachers. A sample of 367 SSII biology students’ end of term biology scores were used and 12 biology teachers in all the five senior secondary schools purporsively selected in Misau local government area of Bauchi state were used. One question guided the study and one hypothesis was tested at 0.05 alpha level. The study found that biology teachers’ qualification had significant influence on students’ achievement in biology. This study therefore recommends that teachers should improve on their academic qualification, government and other education stake holders should ensure that they set an optimum standard in terms of qualification for teachers who are to teach biology in senior secondary schools .In addition government should encourage in service and regular courses so as to improve biology teachers’ educational qualifications.

PRINCIPALS’ POLITICS OF SCHOOL LEADERSHIP AND ITS IMPACT ON STUDENTS ACADEMIC PERFORMANCE FOR NATIONAL COHESION OF SECONDARY SCHOOLS IN NASARAWA STATE

ABSTRACT
This study examined the principals’ politics of school leadership and its impact on students’ academic performance for national cohesion of secondary school in Nasarawa State. Two (2) research questions and two (2) hypotheses were formulated and tested for the study. Descriptive survey design was adopted for study. The population of the study was 600 students and 258 teachers and principals representing 20% of the total Population were sampled from three southerndistricts using stratified random sampling. The structured questionnaire developed by the researcher was used to collect data for the study. The instrument used for the data collection of the study was a modified four point-Likert type questionnaire of Strongly Agreed (SA), Agree (A), Disagree (D) and Strongly Disagree (SD).Frequency percentageand mean and standard deviation were used to analyze the two research questions, while chi-square was used to test the two hypotheses at 0.05 level of significance. The findings revealed that principals’ politics of school leadership on classroom management has significance on students’ performance in secondary schools in Nasarawa state and principals’ politics of school leadership on school environment has impact on students’ performance. Based on the findings of the study, it was recommended that Principals’ politics of school leadership and classroom management should be a collaborative team work with teachers and principals for daily practices to improve teachers and students performance in schools. Also that capacity building should be organized by government to enrich the principals with the adequate leadership on school environment require for teachers effectiveness in secondary school for effective and productive student’s performance.

AN ASSESSMENT OF INSECURITY AND ITS EFFECTS ON SOCIOECONOMIC DEVELOPMENT IN NIGERIA

ABSTRACT
Insecurity has become a major threat hampering development across countries in the world. Nigeria in recent time has witnessed unprecedented level of insecurity manifested in the Boko Haram insurgency in the North East, militancy in the Niger DELTA, farmers/herders conflict in the North West, series of kidnappings across. The country etc. this paper examines the various issues associated with insecurity in Nigeria and how successive governments have tried to tackle the issue. Data was generated from secondary sources and a interview conducted. Findings suggested that insecurity is one of the major factors that have retarded Nigeria’s growth and development. The paper recommends among other things that the Federal Government should formulate and effectively implement policies and programmes capable of addressing the root causes of insecurity in Nigeria such as poverty, unemployment, environmental degradation, uneven development among others.

IMPACT OF GLOBALIZATION ON ECONOMIC GROWTH: THE NIGERIA PERSPECTIVE

Abstract
Development across the globe has led to a gap between the poor and rich countries and this gab is growing very fast. It been a while the Gross Domestic Product of Nigeria is inadequate and this has resulted to poor standard of living and unimproved condition of living compare to some developed countries. The study objective is to investigate the impact of globalization on economic growth. The study adopts a quantitative research methodology. Secondary data source from the CBN statistical bulletin for the period of 2002 – 2018 was used for the analysis. Using Augmented Dickey – Fuller unit root test, it shows that foreign direct investment outflow from direct investment inflow, total import, total trade and balance of trade are stationary at 1st and 2nd different level of differencing, while the levels of the differencing show that Gross Domestic Product and total export are non-stationary after second differencing. Using correlation test the result show that GDP is positively and significantly related to foreign direct investment inflow, foreign direct investment outflow, total trade, total import and total export. But balance of trade is insignificantly related to Gross Domestic Product. The results of regression analysis when economic growth proxy as Gross Domestic Product (Dependent Variable) and foreign direct investment inflow, foreign direct investment outflow, total import, balance of trade, total trade and total export proxy as globalization (independent variables) shows that all the independent variables are positively and significantly related to Gross Domestic Product except total export which was found to be negatively related to Gross Domestic Product. Base on these findings the study recommended that government should provide dependable and transparent conditions for firms and ease the way of doing business whether domestic or foreign and also encourage export so as to help domestic companies compete globally and boost the economic output.

ASSESSMENT OF MUNICIPAL SOLID WASTE IN GREATER KARU URBAN AREA OF NASARAWA STATE, NIGERIA

ABSTRACT
Waste collection and disposal is a challenge for many metropolitan and municipal assemblies in Nigeria and the Greater Karu Urban Area is no exception. Currently, all the waste generated in the area ends up at the final disposal sites without any recovery of the valuables in the waste. Waste separation efficiency and willingness to separate waste at source, the physical composition and the per capita waste generated per each household within the area were studied over a five week period. Questionnaire survey was carried out. The results show a solid waste composition of 60.01% biodegradables, 11.47% plastic, 7.35% paper and cardboard, 2.38% metals, 1.51% glass, 1.22% leather and rubber, 2.91% textiles, 8.04% inert materials and 4.98% miscellaneous materials. Over 80% of the waste had the potential for reuse (potentially recyclable) and of the usable material, 22.67% can be recycled and 63.64% for composting. The average per capita waste generated was 0.70 kg/ca/day. The data generated on the quantity and composition of the waste stream in the metropolis would play a positive role in solid waste management and help solid waste managers make informed decisions on waste management options. Hence, it was recommended that home composting facilities (with low or no cost to the household as only 46.24% of the respondents were willing to buy bin for composting) be established for households to encourage home composting within the community, and private firms should be involved for efficient and effective solid waste management in the area.

Abstract
The effectiveness of a manually operated seed drum for seed treatment was tested in Federal College of Forestry Jos, Plateau State, Nigeria. Twelve bag of maize of 3kg each were divided into 4 x 3 treatments replications, namely; 20, 30, 40, and 50 revolutions respectively. The experiment was laid on a completely randomized design. ANOVA statistial tool was used to test the level of significance between treatments (different revolutions). The result revealed that increase in revolution gave rise to increase in the quantity of fully mixed maize grain and decrease in partially mixed grains. The higehst quantity of 2.9467kg was recorded at 50 revolutions while 20 revolutions had the lowest value (0.4667kg). This implise that the seed dresser gave the best perfomance at 50 revolutions. The ANOVA result also shows a significant difference between different revolutions and mixing condition (0.001) at 5% probability level.

IMPLICATION OF GENDER DISCRIMINATION ON PERFORMANCE OF LOCAL GOVERNMENT STAFF IN NIGERIA

Abstract
The local government is popularly referred to as grass root government because it’s the closet to the people. However, over the years, it has failed to live up to expectation of its establishment. One of the factors that have affected the performance of local leading to many people calling for their abolition is the issue of gender discrimination. The study examined the effect of gender discrimination on employee job performance among staffs of Atisbo Local government area of Oyo state. The paper adopted the Descriptive Survey; the populations of this study were 456 staffs working in Atisbo local government (Local Government Service Commission, 2019). A Sample size of 50 respondents, purposively drawn participated in the study. The paper also used both primary (qualitative and quantitative) and secondary sources of data. The quantitative data were the 50 questionnaires administered on LG staffs while the qualitative data are four Key Informant Interviews conducted on head of department. The secondary data are: books, journals, articles consulted etc. The paper discovered that there are cases of gender discrimination in ALG which is further influenced by the nature of the Nigerian state (patrilineal, religion and culture). The conclusion is that a nation or society, without the full participation of all sex cannot achieve full development. Despite an insignificant difference in the work performance of male and female employees, the females are considerably under estimated. The paper recommended that the LG should be made liberal for all gender to participate fully as this will lead to improved job performance.

EFFECT OF PRIVATISATION ON THE NIGERIAN ECONOMY, A CASE OF TELECOMMUNICATION

ABSTRACT
The study evaluated the effects of Privatisation on the Nigerian economy, a case of telecommunication sector. The study uses a comprehensive national level data set in Nigeria for a sample period of 31 years (1981-12011), the period was divided into 12 years before privatisation and 19 years after privatisation. Data on economic indicator variable gross domestic product (GDP) and privatisation variables such as telecommunication contribution to GDP, telephone line subscriptions, telephone line subscription per 100 people, private investment, mobile cellular subscriptions and mobile subscriptions per 100 people were obtained from the World Bank Development Indicators Database and Central Bank of Nigeria Statistical Bulletin. The data were analysed using Karl Pearson Product moment correlation coefficient and ordinary least square (OLS) multiple regression methods. The causal relationship between the gross domestic product (dependent) variable and the privatisation variables (independent) were tested using time series data. The result suggests that the economic variables that are influenced by the privatisation have a strong positive influence on the gross domestic product. Based on the findings it was recommended among others that Political issues should be addressed swiftly by those concerned as laudable policies driven towards effect Privatisation has remained on paper. There are certain factors that have impeded the smooth development of the privatisation of the Nigerian telecommunication sector, such as irregular power supply, cultural barriers, lack of skills and technological know-how, as well as high cost of telephone.

A PRELIMINARY REVIEW OF THE PHYSIOCHEMICAL CHARACTERISTICS OF CADABA FARINOSA FORSSK AS A POTENTIAL FEED STOCK FOR BIO-FUEL PRODUCTION.

Abstract
Environmental concern and limited resources of petroleum oil has increased the demand of biofuel. One way of reducing the biofuel production costs is to use the less expensive feedstock. Ethanol as a renewable and an environmentally friendly bio-fuel will reduce dependence on fossil fuel and enhance energy security. This paper analyzed the composition of Cadaba farinosa forssk for biofuel production. The lipid fraction of Cadaba farinosa forssk was extracted and analyzed for their chemical and physical properties such as kinematic viscosity, density, cloud point, pour point and heat of combustion. Ethanol was successfully produced from Cadaba farinosa forssk shrub through the yeast fermentation process with an appreciable bio-ethanol yield of 50.7%. By this result Cadaba farinosa forssk has great potential as a feedstock for biofuel production.

Abstract
The survey revealed that most of students lived on campus and that the problem is severe to the extent that two to five students share one bed space. The major causes of the problem according to the findings is the over enrolment of students into the college as the college now upgrade some department into degree awarding institution, others are lack of maintainers and students vandalization. The problem of the accommodation according to the findings if not address lead to poor academic performance, overcrowding, stealing, raping and sexual assault among others. The research also discovered other problems, which include over stretching of facilities like toilet and water. The survey gave recommendations which the researcher believe will help to reduce the problems of accommodation in the college

Abstract
This study examined the effect of Profit sharing on Employee Retention in Selected Deposit Money Banks in Maiduguri Metropolis, Borno State. The population of the study was 198 respondents with a sample size of 132 respondents obtained using Yamane’s formula. Data was collected by using structured questionnaires administered to the respondents. The data collected was analysed using multiple regression analysis with the aid of statistical package for the social sciences (SPSS). The major findings of the study revealed that there is significant effect of profit sharing on employee retention in the study area. The study concludes that monetary reward offered to employees’ in banking sector leads to performance and plays a vital role in determination of their level of retention, where as inadequate monetary reward is percept as major setback to employees retention and this would brought about low performance and high employees’ turnover. Therefore, study recommends that management should endeavour to shows the present of fairness in their monetary rewards as employees are agents who are affected by the profit sharing, management should also try as much as possible to adopt good and positive retention strategies to increase the morale of the workers toward performance.

ABSTRACT
This research examines to examine the relationship between fake news on social media and political instability in Jos metropolis as well as the relationship between fake news on social media and security challenges in Jos metropolis. The research work relies on both primary and secondary sources of data, while structured questionnaires were used to obtain the primary data while materials such as Journals, books, internet etc. formed the secondary data. The study discovered that fake contributes to the poor state of security in Jos, Nigeria, which is a matter of concern to Nigerians. Similarly, the results show that the use of Social Media by Nigerians does not promote or contribute towards overcoming the national security challenges, because the dissemination of fake news by some individuals fuels the escalation of violence and killings in Jos metropolis, as 96% of the respondents agreed that fake news is the major cause of killings in Jos metropolis.

ABSTRACT
This study was carried out to assess the growth performance of Moringa oleifera. A pot experiment was conducted to investigate the effects of inorganic fertilizers N.P.K 15:15:15 at two different levels: N P K 5g and 3g with three treatments replicated three times. The experimental design was completely randomized design (CRD) and data collected were analyzed using analysis of variance (ANOVA), means were separated using Duncan multiple range test (DMRT). Growth parameters measured include number of leaves per plant, plant height (cm) and stem girth cm. the result shows that 5g NPK 15:15:15 at week 8 produced more leaves of 129, tallest plant of 63.75, and highest stem girth value of 1.73cm as compared to other treatments. The result conceded that application of NPK at 5g best supported the vegetative growth of Moringa Oleifera which is statistically significant at (P<0.05) as compared to other treatment.

ABSTRACT
This paper examined the strategic plans in promoting the use of new Information Communication Technologies (ICT) in teaching and learning of Cultural and Creative Arts at Emmanuel Alayande College of Education, Oyo. Fifty subjects (30 males and 20 females) were involved in the study. Their ages ranged between 12 and 25 years. The analysis of data was based on group therapy operation known as “Delphi technique” used for developing and improving consensus. It showed how this kind of study in Nigeria and Africa could be used to provide support, facilitate and manage cooperative learning. Recommendations were made on concrete decision on the use and application of information and communication issues, democratization of access to information, improving the links to the worldwide networks as well as user’s actions etc. It was concluded that technology are vehicles of social transformation and technology transfer etc.

ABSTRACT
The focus of this project work is to check the quality control of laundry and toilet soap projection. This project gave an overview introduction on the topic and reasons for choosing it, in collection and analyzing the data. The data collected for this project is a secondary data, of which data A represent the data for laundry soap and data B represent the data collected from toilet soap respectively. Which equal analysis was given to each data. X and R chart was the method of data analysis use to analyze the data obtained from the production. From the results, it shows that the both the laundry and toilet soap where under statistical quality control, on which the H0 null hypothesis was accepted. The data was collected from NASCO Household Products Jos.

WAVE DISTRIBUION IN RODS, SHELLS, AND ROTATING SHAFTS

ABSTRACT
The distribution of waves in rods, shells and rotating shafts with variable thickness is studied through numerical models and experimental measurements. All numerical models are formulated using the Transfer Matrix approach, which correctly reproduces the dynamic behavior and wave propagation characteristics of the considered structures at each frequency. The numerical predictions show that exponential and linear thickness profiles generate a cut-off frequency, below which waves do not propagate along the structure. Hence, the considered rods and shells are capable of filtering out low frequency and they behave as high-pass mechanical filters. The filtering capacity of the considered class of rods and shells are investigated for different types of profiles. Furthermore, the effect introduced by using periodicity and changing the material properties of the structure in a functionally graded manner is investigated. The effect of linear profiles is practically evaluated by determining both the frequency and time response for excitations applied at one side of the structure. These results are compared to uniform profiles through the Wavelet Transform (WT), which visualizes the structure vibrational energy simultaneously in both the time and frequency domain. The agreement between the theoretical and experimental results validates the numerical models and demonstrates the effectiveness of the proposed design configurations in attenuating the propagation of waves especially in the low-frequency range. The filtering characteristics are also investigated for rotating shafts. It is found out that rotation at a constant speed does not modify the flexural wave propagation characteristics of the system. Also, the interest is extended to studying the Campbell diagrams of tapered and periodically stepped profiles. Experiments on the propagation of vibration from a gearbox through rotating shafts prove that tapered and periodic profiles can effectively redistribute the energy spectrum by increase the propagation to specific frequency bands. Such characteristics become more evident when the shaft is provided with active periodic piezoelectric region. The effectiveness of the constant axial loads and feedback control on the shaft performance is determined and compared to the alternative passive periodic treatments.

Abstract
The paper examined that; Agriculture is the main and largest sector of the economy in Nigeria. While the majority of the population depends on agricultural production as there means of livelihood. The rural dwellers constitute the majority of the population and produce about 90% of the food supply in the country, and majority of these farmers are small scale producers, rural development stands the most powerful tools for poverty reduction, ensuring food security, economic growth and environmental sustainability. However it is noted that no development can be thrives in the state of insecurity and hence insurgency has significantly reduced the population of the rural dwellers (farmers) some were killed while others were displaced, and destroyed farm resources for both crops and animals and most of the infrastructures like health care facilities, bridge’s, schools, bore holes, markets etc. were also completely destroyed. Kidnapping and demanding for payment as ransom is so rampart in the north eastern part of the country and many innocent farmers were killed as a result of delay or lack of payment of the demanded ransom. Necessary recommendations were made such as for government and Non-Governmental organizations (NGOs) to brings to an end all the security challenges facing the country and to rehabilitate the infrastructure’s that were destroyed in the affected areas: there is a need to mobilized food and other relief materials across the region in an attempt to reduced hunger across the affected areas, to ensure that adequate intelligence gathering by the security personnel’s are intensified, as the means of addressing security challenges confronting the nation. Also, border patrol should be efficient and effective in order to regulate the influx of the immigrants. etc

MODELLING AND CONTROL OF UAV QUADCOPTER USING PROPORTIONAL INTEGRAL DERIVATIVE CONTROLLER

Abstract
This work presents mathematical modelling of unmamanned aerial vehicle (UAV) Quadcopter dynamics and proportional integral derivative (PID) controller. The process involved designing a stable and accurate PID controller via its developed algorithm to control the quadrotor system based on system disturbance rejection scenario. The quadcopter system model has four input forces which are basically the thrust provided by each propeller connected to each rotor with fixed angle. The front and rear motors rotate counter-clockwise while other two motors rotate clockwise so that the yaw command could be derived by increasing or decreasing counter-clockwise motor speeds while simultaneously decreasing or increasing clockwise motor speeds. The SIMULINK(R) was used in the implementation of the mathematical models of both the quadcopter system and the PID controller. The simulation results showed some remarkable stability and accuracy of the nonlinear model in terms of disturbance rejection when compared with the referenced system metrics for quadcopter model.

This paper discusses about automatic switching of home lighting system for power savings. In this paper proposed a circuit that will control the main switch, which will be turned on only if a person is detected.The proposed circuit is based on IR sensor and microcontroller or Arduino Uno board.The human detection circuit can also be used to count the number of person present in the room.The basic idea behind this paper is to save the amount power wasted when the home lighting system is on even in the absence of human being.

Abstract
Biotechnology is one aspect of biological sciences that is rapidly growing with diversified applications in medicine and Agriculture. This paper reviewed the role of microorganisms in public healthcare and wealth creation generally. The modern growth of new drugs and food production now is owing to the rapid integration of biotechnological techniques that permit the identification and application of new molecules and microorganisms as well as the genetic improvement of known species. In medicine for instance, empirical evidences showed that microbes are deployed in the development of vaccines, production of antibiotics, and bio-therapeutics (hormones and enzymes). In areas of wealth creation, microorganisms have been used in the agricultural sector as plant growth booster, bio-pesticides, bio-herbicides and many more which reduce cost of farming and increase crop yield. In food processing, microbes are used in breweries, bakeries and diaries; generating wealth and employment. Also, they have been beneficial in the environment in areas of bioremediation and biodegradation. The benefits of microbes cannot be overemphasized as they are source of income and livelihood to many people and contribute to the nation’s GDP. It is therefore recommended that more research be done to unleash more benefits of microorganisms.

Abstract
More than half of the world’s seven billion people live in urban areas and is a proportion that is set to increase to 69% by 2050. This rapid urbanization will certainly increase the demand for food security, nutritious diets and food safety for urban populations. It can also be impossible to transport perishable products over long distances in parts of the country that lack the necessary diet. In circumstances like these, urban and peri-urban agriculture can meet growing demand in cities for fresh produce. Urban agriculture usually occurs within the boundaries of a city or within plots, whereas peri-urban agriculture tends to take place in the outskirts. Urban agriculture looks different depending on the region or country where it’s practiced, and governments’ policies on it varies as well in which in some cases, is promoted, but in most cases it is informal or even prohibited. There are more urban farmers than one might expect, and in some cities more than half of all households practice urban agriculture, with or without animals (SIANI. 2016 and Taylor, 2011). Close proximity to neighbours requires that farmers take care not to create nuisance conditions, such as excessive noise or foul odours, which might cause a disturbance. Restrictive municipal ordinances also constrain the urban farmers’ ability to keep livestock. The unique qualities of cities should be taken into careful consideration when choosing which livestock and breeds to keep as well as the types of vegetables to be cultivated (Tara, 2017).This has made Zotic, Alexandru and Puiu (2010) observed the fundamentals in settlement development which lies in the ownership with the right of use and its implications resulting in the economic, social and political context. The lack of functional zoning of the city/village area which is seen as the control system of land use, generates land use conflicts among urban stakeholders, fears of owners regarding the preservation of the property value and determines the loss of local values, through intensive use and land speculation.

Abstract:
This study aims to analyze the mediating effect of auditor dysfunctional behavior on the relationship between workplace spirituality and audit quality at The Office of Auditor General of the Federation in Nigeria. The research approach used is quantitative and casual design. The number of research samples was 92 auditors taken through proportionate sampling. The data analysis used descriptive and inferential statistical analysis by employing regression analysis. The results show that there is a significant negative effect of workplace spirituality on dysfunctional auditor behavior, there is a significant positive effect of workplace spirituality on audit quality, and there is a significant negative mediating effect of dysfunctional auditor behavior on the relationship between workplace spirituality and audit quality. The conclusions of the study state that there is a significant effect of workplace spirituality on dysfunctional auditor behavior. Implication to audit quality is that the audit quality can be improved through workplace spirituality and dysfunctional auditor behavior enhancing regular check on records and book of accounts of government agencies and Ministries.

Abstracts:
This study examines how tenants pay rents to the landlord during the outbreak of the coronavirus in Bauchi, Nigeria from January 2020 to June 2020. The available rent payment options available to the tenants are broadly divisible into physical cash payment and electronic payment options. Data for the study were obtained from both the primary and secondary sources, the data collected were analyzed by the use of non-parametric and descriptive statistics which are percentage tables and mean ranking. Data collected from 127 despondences include age, sex, educational level, and rent payment by cash, rent payment by electronics system, factors (security, easy of payment, transaction cost, and fear of contacting COVID-19) that influence the payment of rent through electronic means were also considered. The result shows that renters prefers paying rent by cash to electronic means of rent payment during the COVID-19 pandemic in Bauchi, Nigeria.

Abstract
Entrepreneurial practice has been observed to be the bedrock of economic growth and development of any nation. Of course, there are a number of factors that contribute to students inclination towards entrepreneurial practice. As such, the study seeks to examine the effects of entrepreneurship education and family business background on Kaduna Polytechnics students inclination towards entrepreneurial practice. Cross sectional research designs and simple random sampling technique were utilized. 497 copies of questionnaires were administered to the National Diploma (ND) students of the Kaduna State polytechnics, Kaduna, Nigeria but only 457 were returned representing 91% return rate. Data collected were analysed using Partial Least Square –Structural Equation Model (PLS-SEM). The findings of the study revealed that both entrepreneurship education and family business background have positive significant effect on students inclination towards entrepreneurial practice. It was concluded by the study that entrepreneurship education and family business background contribute majorly to students inclination towards entrepreneurial practice in Kaduna State polytechnics and recommendations were also provided.

ASSESSING THE INFLUENCE OF SUSTAINABLE PROCUREMENT PRACTICES ON PERFORMANCE OF NIGERIAN CONSTRUCTION FIRMS

ABSTRACT
Trends in the procurement field requires the inclusion of sustainability in the procurement process. The world summit on procurement emphasized the need to adopt sustainable procurement practices, despite the benefits of the practices, the impact on the performance of organizations is lacking especially in developing countries. This study assessed the influence of Sustainable development Practices on the performance of construction organizations in Nigeria. The survey design was adopted for this study. Questions were asked based on the social responsibility standard for sustainable procurement. 384 questionnaires were administered, 161 (42%) were completed, returned and analyzed. The data collected was analyzed using descriptive and inferential statistics. The descriptive statistics used the mean and standard deviation, while the inferential statistics utilized the Structural Equation Model (SMARTPLS3). The findings of the study show that financial performance ranked the highest with a grand mean of 4.23 while the philanthropy was the highest Sustainable development practice with a grand mean of 4.47. the findings also show that philanthropy and Environmental Purchases have the highest number of significant relationships with Performance. The study concludes that Sustainable Procurement Practices Positively Influence Performance of Construction Organizations in Nigeria. The study recommends increased efforts towards Philanthropy and Environmental Purchases to improve the performance of Construction Organizations in Nigeria.

Abstract:
The Coronavirus (COVID-19) pandemic is currently causing significant adverse impact on the global economy. The spread of COVID-19 is high and its impact on Africa is serious, given the continent’s exposure to China. The COVID-19 infection rates in Sub-Saharan Africa (SSA) have remained modest so far. the total number of COVID-19 cases reported in Sub-Saharan Africa (SSA) is close to 20,000, with around 500 fatalities as at the time of conducting this research. Virtually, all countries in SSA have already introduced containment measures. The governments of 15 Sub-Saharan Africa (SSA) countries closed their airports, ports and land borders before any coronavirus cases had been confirmed, and by the end of March 2020, 44 Sub-Saharan Africa (SSA) countries had closed their schools, banned public gatherings and put in place other social distancing measures; 11 countries declared a state of emergency. The extent to which these measures are and can be enforced in the region remains to be seen, However. OECD-like approaches to COVID-19 containment measures are not likely to prove effective for the poor and marginalized groups because of higher dependence by most households on daily income, insufficient government resources to compensate those affected by the containment measures and the difficulty of implementing social distancing in societies where social interaction is a matter of daily survival. As the effects of the COVID-19 are felt around the world, real estate investment are being impacted in many different ways, depending on region and asset class. In the near term, Investors are concerned with preserving value and liquidity, keeping tenants and visitors safe, and complying with the government agency requirements. In addition, tenants may be faced with liquidity pressures that result in deferring or ceasing contractual lease payments. Certain subsectors, such as hospitality, retail and developers will face more immediate impact while other subsectors, such as multifamily and non-traditional owners (cell towers, data centre) will likely face less immediate impact. Longer term, subsectors such as office and industrial could be impacted by changes in where people work and changes in supply chain. Finally, transaction volumes are expected to decrease in the near term but is expected to pick up during recovery and later phases. This paper assessed the impact of covid-19 on Real Estate Investment in Sub-Sahara Africa and develops policy recommendations that will likely mitigate the effects of COVID-19 in the short and medium term and ensure the necessary continuation and reshaping of real estate investment given the region’s poverty and dependence on foreign markets.

THE ATTITUDE OF SELECTED SOUTHWEST POPULACE TOWARDS FACILITATOR-DIRECTED ENTREPRENEURSHIP INSTRUCTION: IMPLICATIONS FOR ENTREPRENEURSHIP SKILLS AND YOUTH UNEMPLOYMENT

Abstract
Entrepreneurship education in Nigeria can reduce the surging rate of unemployment among youth. Poverty amongst citizens occurs because the educational system itself fails to empower those executing it. Hence, there is the need to employ teaching strategies that will enhance entrepreneurship culture in youths, molding them into becoming job creators and not job seekers through gainful employment orchestrated by entrepreneurship skills. This study, investigated the attitude of selected southwest Nigerian populace towards facilitator-directed entrepreneurship instruction: an implication for youth unemployment and entrepreneurship skills. The study adopted pretest-posttest, control group – quasi experimental design. 360 Nigerians were randomly selected from six entrepreneurship centers located in three southwest states of Nigeria. Five instruments used were: Attitude of Nigerians to Entrepreneurship Education Instruction Scale (r = 0.82). Operational Guides for Facilitator-directed Entrepreneurship Instruction (r = 0.81) and Conventional Instruction (r = 0.83). Two null hypotheses were tested at 0.05 level of significance. Data were subjected to Analysis of Covariance. Treatment had a significant main effect on Attitude towards Nigerians’ entrepreneurship education (F(2,347) = 516.01, p<0.05). Gender did not have significant main effect on Attitude towards Nigerians’ entrepreneurship Education. It is recommended that for Nigerians, attitude will positively change towards entrepreneurship education, when facilitator-directed entrepreneurship instruction is used and encouraged in any entrepreneurship education centre.

Abstract
This papper examined the concept of vocational and technical education, practical projects, teaching as well as assessment of practical projects and their types in vocational and technical education. The paper has highlighted on the strategies to be adopted by vocational and technical education teachers teaching and assessing practical projects in vocational and technical colleges in Nigeria. These include careful planning of what to teach in the school’s workshop, use of variety and appropriate teaching techniques such as demonstration method, project method, simulation method, etc, process assessment, product assessment and competency-based assessment. This will go along way in helping vocational and technical education teachers in imparting the required knowledge, experirnce and skills to learners and assess the students’ practical projects on mastery of skills required for practical work.
